Amazon, Apptis and FedCloud

According to an article on Data Center Knowledge about FedCloud, a new-to-me but in operation for over a year outsourcing of federal government infrastructure to the cloud. It’s also the first time I’ve seen the abbreviation IaaS, infrastructure as a service.
Anyway, Amazon Web Services has now partnered with Apptis and are providing the back-end infrastructure for "Federally Compliant Trusted Cloud Computing". A web search reveals that another (ex-?) partner is/was ServerVault/Carpathia.
